PALMERSTON VISCOUNT: (1784-1865) British Prime Minister 1855-58, 1859-65. L.S., Palmerston, three pages, folio, Foreign Office, 22nd June 1838, to Edward William Auriol Drummond-Hay, Consul-General at Tangiers. Palmerston states that the Government have been considering Drummond-Hay's despatches and his 'suggestions for the amendment of the British Treaties with Morocco, and for the settlement of other questions…..between the two Governments' and continues to offer his responses, 'On the first point I have to observe to you that although there may be imperfections in the Treaty between this Country and Morocco, which it might be advantageous, if possible, to remove by substituting a new Treaty for that which now exists…..Her Majesty's Government do not think it advisable to make the attempt. Her Majesty's Government would certainly not feel themselves justified in acting upon your suggestion of using coercion, even if it were practicable, to compel the Emperor of Morocco to acquiesce in a demand for a new Treaty……The Point therefore to be now discussed with Morocco is only that…..of the Right of Her Majesty's Government to appoint Jews to act as Consular Agents in Morocco and upon that Point, I propose to send you such further instructions…..after I have received the opinion of the Law Officer of the Crown….'
