Initially, on January 14, 1902, staff captain of the artillery reserve V. V. Bitner applied to the Main Department for press Affairs with a request to publish the magazine "people's University"in St. Petersburg. In a repeated request dated March 28, the "monthly scientific and literary magazine for self-education" was renamed "Bulletin of knowledge"; items that were not previously approved by the censorship were deleted from the program: "monthly review of outstanding events in modern public, state and literary life", "trifles and malice of the day", "notes and messages from the province»; On may 22, 1902, the magazine was approved by the register, but a week later its publication was banned because Bitner's participation in a student demonstration was discovered.
