Pages from resolutions of the Moatza "שנתכוננה לפי סעיף 9 (1) של תקנות כנסת ישראל 1927"
"prepared according to section 9 (1) of regulations of Israel Knesset 1927", to determine the order of the voting for Chief Rabbinate, Rabbanut headquarters and community Rabbanim. Jerusalem 1932.
[3] page 33cm. original copies from the Moatzah resolution with signature of the chairman Judge Gad Frumkin, and members of the Moatzah: Chief Rabbis of Tel Aviv HaRav Shlomo HaKohen Aharonson (1863-1935) and HaRav Ben Zion Meir Chai Uziel (1880-1953) and HaRav Yehuda Leib HaKohen Fischman (Meimin) (1875-1962) and the Lawyer Meir Laniado (1900-1966) member of the International committee and chief of the Sefaradi committee. The resolutions before us refer to the wording of the International Committee, adding comments and changes in this wordings. The end of the document discusses the claim of two members of the Chief Rabbinate, HaRav Tzvi Pesach Frank and HaRav Yeruchem Fischel Bernstein, who did not have a part in this Moatzah appointing representatives in power for the Chief Rabbinate. In one of the pages, the lawyer Laniado added on the side of his signature his refusal of two sections.
The pages before us are only part of the decisions of this gathering. Two of the pages are numbered : 5,6.
Background:
: במסגרת ארגון העדות הדתיות בפלסתינה א"י, נקבע ב"בתקנות כנסת ישראל", מיום 3.12.1927, כי המוסדות המוכרים של 'כנסת ישראל' כוללים את מועצת הרבנות הראשית, לשכות הרבנות המקומיות, אסיפת נבחרים, ועד לאומי וועדי קהלות. התקנות מגדירות את תפקיד הרבנות הראשית, את סמכויותיה ואת הרכבה. בסעיף 9 (1) נכתב כי 'לאחר שתקנות או תקבלנה תוקף, על מועצת הרבנות הראשית והועד הלאומי שישמשו באותה שעה, להתקין תקנות הקובעעות את שטת הבחרות או המנויים של מועצת הרבנות הראשית, לשכות הרבנות ורבני הקהלות'. מכח סעיף זה נערכה אסיפה בביתו של השופט בית המשפט העליון, גד פרומקין, בשכונת רחביה בירושלים ביום ט"ז באייר תרצ"ב (22.05.1932), בהשתתפות באי כוח הרבנות הראשית ונציגי ציבור נוספים
