Letter from Rabbi David Assaf, a Rabbi in Haifah - Halachic Query

Rabbi David turns to R' Yechiel Michel Tukachinsky about the cemetery in which, until then, the deceased had been buried with their legs towards Jerusalem, and this has now been changed. Is it appropriate to make this change, or should they revert to the previous way? He justifies asking Rabbi Tukachinsky specifically, as he had previously had a serious question in the laws of mourning, which he addressed to Rabbi Herzog, who responded that the authoritative rabbi regarding the laws of mourning is R' Michel.

What is astonishing is that among all his books, R' David composed a large work on the laws of mourning.
